You hide population decline by bringing in illegals. You fill empty houses owned by gov backed companies by giving housing to illegals.
One weird one we experienced was at a small pub in NC. We went one month and the staff was overwhelmed and the service sucked. A month later the entire staff was replaced by people from across the border. The menu was the same but they couldn't make any of it. It was like the entire staff and owner and everyone was just replaced one day. Never went back.
The problem with this is the technical jobs that require skill can't be filled by just anyone. That's how the system falls apart because you can replace the guy cooking your hamburger but not the guy working on your servers or control systems. You can't outsource the technical on the ground manufacturing jobs without sending them overseas.
