By many accounts, the police did not move in on the mass shooter for anywhere from 40 to 90 minutes while restraining panicking parents from entering the crime scene to rescue their children.
In the recent Buffalo, NY mass shooting it is now coming to light that a retired federal agent had prior knowledge of the crime.
