The little problem is with the “banning abortions” theory. The draft ruling, as far as I can tell, bans nothing but instead says it’s not a federal issue but one for the states.

You misunderstood the nature of "law". Most aspects of law in USA, UK, Chanada, Australia nd NZ are judge-made - the so-called "common law". In USA, an opinion of the SCOTUS is law, unless it can be overturned by Congress. However, its opinions on Constitutional matters CANNOT be over ridden by Congress; only by an amendment to the Constitution.
It is also another distraction to keep people from seeing what is truly happening in the world.
